Estonian educational innovators operate in a market where products/services competing with their creations are available either for free or their main clients are educational institutions funded by the state and/or local government. Often, the public benefit provided by educational innovators is greater than their possible private gain. The EBS Impact Fund invests in educational innovation, considering the sum of public benefit and private gain as its return on investment, even in situations where the public benefit created remains uncompensated for the creator.
